Comprehensive Perinatal Services Program (CPSP)

The Comprehensive Perinatal Services Program (CPSP) was created to reduce morbidity and mortality among low-income women and their infants in California through enhanced prenatal care. CPSP provides a wide range of services to pregnant women, from conception through 60 days postpartum.

CPSP is part of Maternal, Child and Adolescent Health (MCAH) and is required by the following authorities: Health & Safety Code, Sections 104560-104569 and 123475-12352; California Welfare and Institutions Code, Sections 14132(u) and 14134.5(a-j); and California Code of Regulations Title 22, Sections 51179-51179.0

All pregnant and postpartum women in Kern County receive comprehensive perinatal services through an integrated and seamless system designated to optimize maternal and child health outcomes.

• To decrease the incidence of low birth weight in infants
• To improve the outcomes of every pregnancy
• To improve the health of mothers and their infants

• Prenatal care and individual case coordination
• Education on eating healthy
• Prenatal vitamins
• Childbirth education
• Help with social or emotional problems
• Help with breastfeeding and newborn care
• Referrals to Woman, Infants, and Children (WIC) Supplemental Nutrition Program, genetic screening, dental care, family planning, and pediatric care

CPSP services in California are paid for by Medi-Cal and free to pregnant women who are eligible for Medi-Cal. Ask your doctor about CPSP services or call the Perinatal Care Network at 1-800-675-2229 to find out if you’re eligible for Medi-Cal or need help in finding a doctor.

Any physician, certified nurse midwife, nurse practitioner, hospital, community clinic, or medical group who provides prenatal care, has a valid Medi-Cal provider number, and is in good standing with state licensing and regulatory agencies can submit a CPSP application. Once finalized at the local CPSP office, the application is forwarded to the California Department of Public Health for final approval.

To apply to become a CPSP provider, contact your local Perinatal Services Coordinator (PSC) Chrystal Sheppard (661) at 868-0521. The CPSP application will be provided to you at the time of the required site visit and the PSC will assist you with its completion. A site visit must be conducted prior to accepting the application.
